Networking change
In cooperation with the Bertelsmann Foundation, AgenZ has been tasked to offer young decision-makers from Africa, Asia, Latin America, the Middle
Development and transformation processes comprise vast political, economic and social tasks. International exchanges of knowledge and experience between experienced actors and young managerial staff from transition countries and the development of personal contacts and networks are key to successfully structuring change towards a socially responsible market economy and democracy based on the rule of law.
East and South-Eastern Europe a forum for regular, cross-regional exchanges on transformation strategies. The thematic framework was formed by the Bertelsmann Transformation Index (BTI) – an international ranking of 125 developing and transition countries and their political and economic development status.
Project procedure
In order to help bring the ranking into line with reality in the partner countries, AgenZ and the Bertelsmann Foundation developed a concept for an annual series of conferences. Around 120 Transformation Thinkers – young decision-makers who play an active role in change processes in their countries – were given the opportunity to take part in a trans-regional, confidential exchange of views in Berlin between 2003 and 2010. The objective was to help build up a sustainable and active network. Furthermore, experienced transformation actors and experts provided tools and contacts to support the Transformation Thinkers in implementing reform processes.
The AgenZ approach – activating the global networks of GIZ and other organisations together with the Bertelsmann Foundation – made it possible to form a pool of some 20 Transformation Thinkers each year, who complemented each other mutually on the basis of their different backgrounds and technical disciplines. The content of the series was conceptualized in close cooperation with fellow GIZ experts and the responsible officers at the Bertelsmann Foundation, who steered the process jointly with AgenZ.
Around 60 participants from previous conferences came together in 2009 for the first Transformation Thinkers Reunion in Berlin in order to stabilise the network and jointly consider possible future options for a sustainable follow-up process. This resulted in the ‘Döllnsee Declaration’ in which the Transformation Thinkers present their vision and define the objectives of the network.
In September 2011, more than 50 alumni of the Transformation Thinkers network met in Potsdam, Germany, for a second Transformation Thinkers Reunion, to discuss European transformation experiences, the role of external (European) actors therein and their potential transferability to other regions of the world. Contributions by high profile policy-experts and discussions with selected representatives from politics, academia and media provided these young leaders with valuable insights into the dynamics of transformation.
The road ahead
In addition to further promoting the network, we are currently looking to strengthen the structure of the network as well as to broaden the network behind it. Both measures serve to leverage the TT's potential to drive reform, thus making a significant contribution to change.
